ISIS, Feminists and Thugs: Dupes of the Foundations & Think Tanks

By: Jay Dyer Men have been manipulated for millennia by the governing class through the technique of fear through internal and external threats.  While it is true that in tribal societies the external (and sometimes internal) threat was very real, the extent of the plebian mind remained in the dialectic of “we good, they bad.”  Today man is no different, but what is different is that the halls and levers of power are less visible than in ancient civilizations.  The average American in our day can watch Game of Thrones where political elites manipulate their underlings and one another on a daily basis, yet remain ever unable to translate this into the real world.
Some years back, I wrote a piece on engineered revolution, where I explain how the philosophy of revolution is a faith-based system – a technology for destabilization and transformation.  At the time of the “Arab Spring” and concomitant “color revolutions,” I wrote:
Destabilization of regions is a classic tactic of political intrigue, yet most people think the color revolutions and “Arab Springs” are real.  Not only are they not real (although there are real discontents among the populace), the “springs” are revolutions that are engineered, with the recent trend including the implementation of social media in fostering fake revolutions.  These revolutions are engineered by front groups for the purpose of controlling Eurasia.   This was the geo-political stratagem of the West which was announced years ago, and Zbigniew Brzezinski spoke of the necessity of controlling Eurasia to control the world for the American Empire.  Destabilization is the neo-conservative approach to this area, however, and if we recall last year, Henry Kissinger noted that we would see a series of acts of destabilizations in the Middle Eastern nations that were, in a large part, given impetus by color revolutions.
Since then, we’ve seen the takedown of Libya, U.S./NATO proxy war advances on Ukraine and the establishment of a State Department-funded government in Kyiv, U.S./Saudi bombing in Yemen, attempts at war with Assad in Syria, as well as numerous other attempts as regime change and revolution in South America and Asia under the ubiquitous guise of “democracy” and “human rights.”  The second and third acts of Kissinger’s play are in full effect, and while these foreign policy ventures may seem immaterial to the domestically-hyped terror events and the coming “summer of race riots” in the U.S., they are intimately connected.  As I wrote at the time of the staged Ferguson debacle, the “humanitarian” auspices of the revolution-funding foreign policy is the same tactic and technique of the domestic “democratic” agents of change.  What comes in any regime that falls to the Atlanticist banking empire is the same disorder at home: McDonald’s., GMOs, mandated vaccines, feminism, abortion, and all the other great American freedoms.
The British Ministry of Defense projected all of this and more in 2007 drew up in one of their key futurist white papers.  Citing The Guardian, I explained:
“Those of us in alternative media who actually know what planet we’re on have been pointing to documents like the 2007 British Ministry of Defense’s projection of civil unrest, flash mobs and technological slavery for several years now.  The report was detailed in the Guardian as follows:  “Information chips implanted in the brain. Electromagnetic pulse weapons. The middle classes becoming revolutionary, taking on the role of Marx’s proletariat. The population of countries in the Middle East increasing by 132%, while Europe’s drops as fertility falls. “Flashmobs” – groups rapidly mobilised by criminal gangs or terrorists groups.”

The Marxist/socialist rhetoric which I’ve detailed many times over, is merely one leg of the same establishment’s body, with the right leg constituting its dialectical cousin.  That our modern western elite are all revolutionaries and classically liberal is the single most impossible concept for men in our day to grasp.  With the toppling of almost all monarchies in the last two centuries, the technique of liberalism is what has risen to surface of the toilet water, sucking the masses into its circular swirl.  In other words, liberalism is a technique of oligarchical control through monopoly and finance capital. Modern liberalism is the direct descendant of classical Enlightenment liberalism, only now it has shed its formerly open liberal principles for its tyrannical true underbelly.  By this, I do not mean to contend that the so-called “right” are any kind of antidote or real opposition.  The faux right in our day in the West are controlled by Neo-conservative ideology with its Trotskyite origins and Rand Corporation luminaries.  Apart from differing over a Brzezinski-style proxy war, or a hawkish Neo-Con Tom Cotton/John McCain nuke policy, these faux enemies are completely aligned to promote the same strategies of the foundations, think tanks and National Security Council.
It is precisely to these foundations, think tanks and committees that we must look to understand the actual shadow government, and its control of the military/industrial SOCOM/NORTHCOM/USECOM, etc. for the implementation of its endgame.  Above these foundations and think tanks are the international finance and banking houses that own the controlling shares in the federal reserve banks and Fortune 100.  This is the real shadow government, the real power in our world, and if you ever wonder why the globalist march continues on unfettered, it’s because the populace presumes Obama and company are ruling the roost.  Rather, the open geopolitical strategies of these foundations and think tanks is to engineer society into a new era of technocratic global order.
Having written probably a hundred articles on the technocracy, I won’t repeat old news, but for understanding the usage of “democratic humanitarianism,” I want to highlight that the same principles of Marxist/socialist social engineering utilized in foreign policy by the western banking elite are the same principles used at home in the race rioting thug mobs in Ferguson and now Baltimore.  The tactics of stirring up the mob against local business owners and police was a classic tactic of the Jacobins in France, utilizing ignorant and naïve youths for (at that time) foreign powers.  The technique of internal social disorder was discovered to be far more effective as a long-term strategy of eroding a rival than an outright attack.
Likewise, with Ferguson and now Baltimore, we see the exact same pattern of the repackaging of foundation-controlled and created “revolution” through “agents of change” with the aid of local intelligence agencies and provocateurs.  This is how there is a commonality between the approach of invented entities such as ISIS, and the displaced and disenchanted black youth of Ferguson and Baltimore, wherein a selected minority group is targeted with specific psychological warfare that appeals to tribal instincts.

In the case of black youth, the Occupy-style thug culture of hip hop and rap easily combines with the radical Jihadism of intelligence agency creations like ISIS.   Both groups share a similar sense of being oppressed minorities, and both are utilized as foolish dupes of the same western establishment, dancing according to the whims of their foundation puppeteer masters.  In case you were wondering, this is how the foundations and think tanks provoke minority groups with similar, but rebranded ideologies of invented revolution, particularly through the mainstream (and alternative) news cycle’s scientifically precise emotionally manipulative stories that are intentionally chosen, crafted, cropped and created for the foundation/think tank revolutionary agenda. This same technique is now being used for gender as a whole, as feminism, “women’s rights,” “gender rights,” equality, etc., now make up a large portion of the total news feed.  Increasingly taking on a clickbait style, the endless gender oppression articles are another technology for social reengineering under the guise of appealing to the female populace.  Females are undeniably more susceptible to emotional appeals and advertising deception, the same marketing styles of ad campaigns for endless hygiene products now mirrors the mindless, gender-based “stories” of oppressed trans teens and eternally victimized and “oppressed” western women (who have the highest living standards in the world).  While western women conduct their war on the patriarchal power by sharing these retarded stories on their iPads, they are just as much the dupes of the same foundation/think tank techniques as the low IQ ISIS “recruits” and the ghetto mobs.
On the other side of the dialectic are the equally duped “right wingers” who still champion the Bush Dynasty and so-called American “freedoms,” the great envy of all the world that must be protected at all costs from an absolutely impossible, fabricated foreign invasion by ISIS.  Constituting the new boogey-man in the patriot/tea party mythos, the invasion of the western intelligence created and backed “ISIS” is the phony “bad man” parallels the phony “bad man” of the thugs (the 1%, which is actually anyone middle class), and the “bad man” of the narcissistic American female, the patriarchy.  All of these “bad men” are invented bad men, manufactured and created by the foundations and think tanks to manipulate your specific population niche.  The establishment has recruited and used dumb, low IQ, prison-convert, Muslim mind-controlled bots for decades, just as the system has used dumb, low IQ females as poster children for “gender revolution.”  Already questions are being raised over yesterday’s Garland, Texas shooting, with ISIS purportedly claiming responsibility.

Are you a downtrodden thug looking for bling?  Fight the man – your local business owner!  Are you a narcissistic, single 20-something female college grad?   Fight the millennia of patriarchy that has kept you down by aborting your offspring!  Are you a tea party “patriot” who loves America and freedom?  Fight the ISIS invasion force that is in all 50 states, crossing the Mexican border!   All of these so-called enemies are completely invented, and the majority of the dumbed-down American population, both left and right, are dancing to the foundation tune.  The goal of all this is quite simple, too – to divide, disintegrate, atomize and deconstruct the existing order as a whole.  The foundations and think tanks have a stated, focused hundred-year old goal of gradual erosion of all that has been, and its replacement with a completely integrated global federation. This incremental implementation of various “social revolutions” and mob attacks requires the system’s own response, as I wrote previously citing William Grigg:
In other words, the system’s plan is to fund more bogus Marxism, socialism and phony equalism to cause unrest so the system can offer the solution of increased bureaucracy and technological slavery.  Order out of chaos is always the game plan and it never changes.  You can always look at the establishment’s modus operandi and accurately predict what will come because the plays never change.  And the plays never change because fallen human nature prefers to feed its animal side to its rational side.

Similar to the MOD plan from 2007, the Rand Corporation has also outlined strategies of tension and controlled chaos with the intent of fomenting justifications for increased technocratic and militaristic operations through local law enforcement, known as a Stability Police Force. The SPF would operate through local Marshals to handle riot situations, disasters, etc., and it becomes obvious that such planning need a reason for its funding.  William Grigg of Lew Rockwell reported in 2009:
“The RAND study, which was conducted for the U.S. Army’s Peacekeeping and Stability Operations Institute, recommended using the Marshals Service rather than the US Army’s Military Police  as host for the SPFOR in order to avoid conflicts with the Posse Comitatus Act, which forbids (albeit in principle more than in practice) the domestic use of the military as a law enforcement body.
“The USMS hybrid option … provides an important nondeployed mission for the force: augmenting state and local agencies, many of which currently suffer from severe personnel shortages,” states the report without explaining how the SPFOR could at once “augment” those under-manned agencies while at the same time being “augmented” by them if necessary.”
The “solution” to race riots and engineered social disorder is the boot of the paramilitary police state.  The much-discussed furor of the Jade Helm operation is not about some imminent martial law takeover, it’s about preparations for the very scenarios the system wants.  As summer 2015 comes, we can expect more engineered race riots, with Justice Department aid (under foundation direction), to be met with a simpering population’s cry for “more safety, more security!” from the paramilitary federalized local police force.

As even mainstream media has reported, George Soros put 33 million dollars into Ferguson, as well as a hefty sum of cash into overthrowing Ukraine, which is a perfect illustration of my point.  The same foreign policy goals of The Open Society, Freedom House and the National Endowment for Democracy and “minority rights” is the same technique of domestic social engineering through large-scale events like Ferguson, Baltimore and identity politics of race and gender.  The irony is that all of this is designed for minority destruction, and just as the Jacobins in France all met bloody deaths, so will the fools of our day be the cause of their own demise.

LIQUID MERCURY FOUND AT TEOTIHUACAN’S PYRAMID OF THE SERPENT

This story was sent by so many of you that it bears some commentary. My problem in commenting about it, however, was which version of this story to select. But these two, from the UK's The Guadian and the USA's Newsweek will do as well as any:

There are a number of curious - and predictable - feastures of this story, which for our purposes we shall focus on The Guardian's presentation. The first, and most obvious, is the standard temptation to explain the unusual presence of mercury at the Pyramid of the Serpent in terms of the usual line that this was all about royal funery arrangements and "religion":
"Gómez speculated to Reuters that the mercury could be a sign that his team is close to uncovering the first royal tomb ever found in Teotihuacan after decades of excavation – and centuries of mystery surrounding the leadership of the cryptic but well-preserved city.
"The mercury may have symbolized an underworld river or lake, Gómez postulated, an idea that resonated with Annabeth Headreck, a professor at the University of Denver and the author of works on Teotihuacan and Mesoamerican art.
"The shimmering, reflective qualities of liquid mercury may have resembled “an underworld river, not that different from the river Styx,” Headrick said, “if only in the concept that it’s the entrance to the supernatural world and the entrance to the underworld.”
“'Mirrors were considered a way to look into the supernatural world, they were a way to divine what might happen in the future,' she said. 'It could be a sort of river, albeit a pretty spectacular one.'
"Joyce said that archaeologists know that scintillation fascinated the ancient people generally, and that the liquid mercury may have been regarded as 'somewhat magical … there for ritual purposes or symbolic purposes.'
"Headrick said that mercury was not the only object of fascination: 'a lot of ritual objects were made reflective with mica,' a sparkling mineral likely imported to the region."
Except, there's something of a fly in the ointment, or rather, perhaps a whole lot of flies, and that is simply that no recovery of a "royal tomb" has yet been discovered "after decades of excavation." In other words, in site of all the archaeological theory about rituals and mirrors and divination, the key piece of evidence that would confirm these ideas is utterly missing. It's rather like that inconvenient fact that no "king" or "queen" was ever found in the "King's Chamber" and "Queen's chamber" in the Great Pyramid. Indeed, the names of those interior structures inside the Great Pyramid were chosen in deference to the reigning archaeological theory. It was a convenient way of stamping the theory onto the structure in the absence of evidence to support it.
Now, I'm not saying for a moment that no tomb can or ever will be found under any of the pyramids of Teotihuacan. What I am saying is that one cannot rush to the decision that if such a discovery was made, that it would be contemporaneous to the civiliation that actually constructed the monuments (if monuments they were). Only careful dating of such a discovery, coupled with close argumentation, could establish this.
What disturbs me here, as it probably disturbed the many people who sent me various versions of this story, is the rush to impose the "standard" view of archaeology that the discovery of mercury, like mica, at Teotihuacan must have something to do with the primitive and mildly entertaining superstitutions of the "backward" people that built the site. What is nowhere entertained is the idea that the presence of such elements might indicate something far different about the structures, namely, that they may have been constructed as some sort of machine. Mercury is well known, of course, as a principal element in alchemical experiments. But it is also useful for experiments in plasmas, and a variety of other uses. Mica of course is useful as an electrical insulator and a dialectric.
It was the late Peter Tompkins, who was rumored to have intelligence connections, who put the problems posed by such things very plainly in his remarkable book, Mysteries of the Mexican Pyramids(Harper and Row, 1976):
"An unpublished find on the fifth level (of the Pyramid of the Sun) has never been adequately explained. While the Sun Pyramid was first being probed by Batres in 1906, an archeologist working with him reported a thick sheet of mica covering the top of the fifth body. This material was apparently carried away during the course of the restoration.
"Coincidentally, a 'Temple of Mica' was also found to the south of the Sun Pyramid about 350 meters down the Way of the Dead, where the local guard will still let one peek through a glass panel at the floor covered with mica slabs. Mica has two outstanding characteristics: high electrical resistance and opaqueness to fast neutrons. Hence it acts as as insulator or nuclear reaction moderator, which raises the question as to why two separate areas of Teotihuacan were covered with mica."(p. 202, emphasis added)
Tompkins is clearly implying, though stopping just short of explicitly stating it, that maybe the unusual presence of mica had less to do with presumed ritual, religious, or superstitous beliefs, and more to do with some unknown machine-like or scientific purpose. Given the huge redundant encoding of the mathematics of tetrahedral structures discovered at Teotihuacan by the American Harleston (documented at some length in Tompkins' book), one can only surmise that whoever built Teotihuacan had a thorough and sophisticated knowledge not only of astronomy but of mathematical structures, and this raises, to my mind at least, the possibility that a machine-like hypothesis for the Teotihuacan structures should at least be considered. At the very lest, the presence of mercury and mica, with their potential uses in nuclear technologies, should give even an archaeologist pause.
But then again, I'm not going to hold my breath either.

Extortion 17 Finally Gets a Congressional Hearing… 2 1/2 Years Later

Before Benghazi, there was Extortion 17, the largest loss of life in the Afghan War Theater, and the greatest single loss in the history of the Navy SEALs. The Taliban shot down a U.S. Boeing CH-47 Chinook military helicopter, code named Extortion 17, carrying special operations officers sent to reinforce Army Rangers under fire, was shot down in the Wardak Province, Afghanistan, killing 30 American heroes – 15 of whom were a part of Navy SEAL Team VI; the team who took down Osama Bin Laden. Back in August, Representative Jason Chaffetz (R-UT), chairman of the House Oversight and Government Reform subcommittee on National Security, said “We’re going to dive into this.” Well that day has come and a congressional hearing has now been scheduled for Februrary 27, 2013.
Benghazi took place a year following Extortion 17. Since that time, there have been numerous hearings and a prolonged investigation which has led to absolutely no accountability, while Extortion 17 has received little media attention and not one congressional hearing. The travesty is that so many of our elite special forces were killed aboard Extortion 17. On top of that, Billy Vaughn, father of fallen Navy SEAL Aaron Vaughn, recounts in his book Betrayed: The Shocking True Story of Extortion 17 as told by a Navy SEAL’s Father that not only were the families lied to about what happened, but apparently the enemies that shot down Extortion 17 were in a building that may have included “friendlies” and so due to the Obama administration’s rules of engagement, they were not able to fire back at the very people who had just killed their fellow soldiers.
Only months before, Vice-President Joe Biden compromised Navy SEAL Team VI after publically crediting them to the killing of Osama Bin Laden. This put all of SEAL Team VI, and their families, in grave danger, as Vaughn stated in his book and in an exclusive interview with Freedom Outpost. Fallen Navy SEAL Michael Strange’s father, Charles, expressed the same sentiment.
Karen and Billy Vaughn have been demanding answers from military leaders and the Obama administration after reading the 1,200-page heavily redacted document provided to them after their son’s death, much of which can be read in Vaughn’s book. Many of the families, including the Vaughns, believe the crash was an inside job due to the revelations made by Biden and former Defense Secretary Leon Panetta along with the manner in which our special forces are being compromised by the escalation in missions per month, the rules of engagement, the demoralization of the special forces and the fact that they are basically under some control from the Afghan military and government.
The information revealed was shocking, devastating, and spurned more questions about the integrity of our military leaders than they ever imagined.
Some of the bizarre things that took place following the downing of Extortion 17 included cremation of soldier’s bodies that did not require it. Strange was told by the military that the bodies were so badly burned that they had to be cremated, and they were cremated without the families’ consent.
However, Strange said in an interview “I saw Mike’s dead body. It was clearly recognizable. He was clutching his gun. He wasn’t burned to a crisp. Why did they cremate my boy? They didn’t need to do that. Something’s not right.”
Rep. Chaffetz confirmed that saying that he saw a photo of a deceased SEAL. “The body I saw didn’t need to be cremated,” he said.
Questions the Vaughns are demanding to be answered during the Congressional Hearing will include:
  • Why our special operations forces were sent into an active battle zone in outdated Chinook transport helicopter, as opposed to the MH47’s with which they trained.
  • Why standard military protocol of pre-assault fire in a battle zone didn’t happen.
  • Why the U.S. military has permitted the Afghan military and police to be part of every planned military operation executed in this war on terror.
  • Why our military’s rules of engagement under Obama’s administration has caused the casualty rate of our American heroes to skyrocket.
Family members of Ambassador Stevens, and the others killed in the attacks in Benghazi, are demanding answers as to who gave the orders to stand down. They have yet to receive answers, though most of us are able to read between the lines to know the stand down order came directly from the White House.
I have continually pushed the reading of Extortion 17 is a Bigger Scandal and Betrayal than Benghazi and a call to hold those accountable such as Joe Biden and Leon Panetta, as well as Barack Obama for the deaths of these brave men. Now, at least Extortion 17 will hopefully come to the forefront of the American news media, and believe me, this scandal is huge.

Geoengineering could be the silver bullet in fighting climate change — or the start of something even worse


“The big thing nuclear weapons did wasn't all the details,” says Harvard climate scientist David Keith. “The really big thing is, they changed what it means to be a nation-state.” It’s on his mind because as the next century unfolds, Keith expects it to happen again.
Scientists usually shy away from Oppenheimer comparisons, but in the case of geoengineering, they’re a given. Spend enough time at geoengineering conferences, and you’re guaranteed to hear a reference to The Bomb. Keith, who has grown into geoengineering’s leading advocate after his recent book on the topic, says the technology would be “as disruptive to the political order of the 21st century as nuclear weapons were for the 20th." It’s an exciting, dangerous idea — and it already has its opponents. In the years that he's been researching geoengineering, Keith says he's received two death threats serious enough to warrant calls to the police.

The last, best hope

Keith’s work is on solar radiation management, ostensibly a matter of pure atmospheric chemistry — but the potential uses for the tech make it much more dangerous than your average research project. In a world of catastrophic global warming, solar radiation management might be our only way to cool the planet and forestall the most damaging effects of climate change. The theory is simple: a plane sprays sulfate aerosols into the atmosphere, building a reflective layer that blocks a small portion of the sun’s energy, thus cooling the globe. There’s plenty of support for the theory, including a few sulfate-spewing volcanoes which have cooled the globe in the past, but it’s still unclear how it would work in practice. It’s generally accepted that the sulfates would disappear from the atmosphere within a few years, but more complex effects remain unknown.

GOING ROGUE

Most geoengineers think the technology should be used for a kind of "soft landing" as we phase out fossil fuels —but what if a country wanted to go further? The process is cheap enough that an island country like the Maldives, facing dire consequences from rising sea levels, might decide to kick off aggressive geoengineering on their own, daring other countries to stop them. The response would start with diplomacy, but it could escalate to the US shooting down their sulfur-spewing planes.
The next step is to test the idea in the atmosphere with small drops over the course of a few days, but that proposal is still extremely controversial. It’s easy to see why critics are nervous. In the wrong hands, solar radiation management has the potential to destroy the planet's ecosystem entirely. The danger of a sulfate-triggered global drought or an accidental ice age is very real, and the climate is too complex to predict on a global scale. More than that, it’s still unclear exactly how governments would use this technology. Like the nuclear bomb, geoengineering would require a kind of global governance that simply doesn’t exist yet, and many climate activists see the climate-engineering cure as worse than the disease.
Keith's ideal plan is simple enough: a slow ramp-up in sulfate drops over decades, giving the human race more time to quit fossil fuels and the planet's ecosystem time to adapt to higher temperatures. Once carbon emissions stopped around 2070, the sulfate drops would phase out, ending completely by 2120. Warming would still be a problem, of course, but geoengineering would let it come on slowly, giving ecosystems time to evolve and avoiding the destructive climate shocks that some studies predict. And by phasing out the action, Keith would avoid the dangers of an open-ended program in which warming worsens over centuries as geoengineering efforts face diminishing returns.
The century-long respite, in contrast, seems like a potentially useful weapon in the fight against a warming climate. Still, it rests on dozens of potentially dicey decisions. Will the world actually be ready to quit fossil fuels by 2070? When the moment comes to start reducing the sulfate drops, warming an already sweltering globe, will world leaders lose their nerve? Will the new politics of weather force governments into rash decisions such as drying out the climate after storms or nixing the project entirely in response to a single dry season? Behind all of those questions is an even bigger one: who will make the choice? When charting a course for the entire planet, who can we trust to take the wheel?

For many, the nuclear parallel is exactly the problem. The ETC Group, a Montreal-based environmental organization, has led the charge against geoengineering, arguing that modern governance simply isn’t ready for that kind of power. "I fully appreciate scientists saying that governments aren't doing anything, but giving them more power doesn't fix that," says ETC executive director Pat Mooney. "And I don't know any situation in human history where they've behaved well in a situation like that." As soon as the technology is developed, Mooney anticipates, it will be handed off to bureaucrats with little regard for the public good. "Governments just don't respond with social responsibility on a global scale. They always look to their own interest."

China's seasonal monsoon is crucial to the nation's economy and ecosystem, but solar radiation management could leave it dangerously weak. Keith's A Case for Climate Engineering envisions a scheme to strengthen the Chinese monsoon through cloud seeding, which would in turn disrupt the equally crucial Indian monsoon. India might respond with their own local radiative methods, spurring a geoengineering arms race, or take direct military action to stop China's program. Either way, the results could be dire.
At the same time, Keith’s process isn’t a perfect fix, and there are a number of asymmetries that any would-be climate engineer will have to grapple with. The new sulfate layer only works during daylight hours, while CO2 affects temperatures around the clock, so his geoengineered world would have cooler days and warmer nights. Global warming means a warmer and wetter world, but geoengineering the climate back to its pre-carbon temperature might result in a dangerously dry planet. Keith prefers to hold precipitation constant, resulting in a slight temperature increase, but that's just one approach. Whoever handles the process will have to balance global temperature, precipitation levels, and storm power with no clear answers to guide them through.
For the most part, geoengineering is a question world leaders have yet to consider. Keith would like to do it carefully and slowly, but he's the first to admit that there's always the danger someone will do it the wrong way. And there are plenty of candidates. Sulfate drops are exceedingly cheap on a global scale, costing hundreds of millions of dollars rather than the tens of trillions it would take to recapture atmospheric carbon. At that scale, a single country could take on the project unilaterally. Russia has already advocated for the technology, led by Putin adviser Yuri Izrael, even though the oil-rich regime still doesn't blame carbon for warming. It's a small enough sum that it could even fall to the private sector, led by environmentally minded billionaires like Bill Gates, George Soros, and Ted Turner. (Gates is already partially funding Keith's research.) Larger countries would see it as a rogue action, but that doesn’t mean they’d stop it outright.
More likely, some experts anticipate, is a push from one of the small southern nations hit hardest by climate change. In a recent piece titled "The Desperation Argument for Geoengineering," ethicist Stephen Gardiner envisions a unilateral break by a country like the Maldives, which could be completely obliterated by stronger storms and rising sea levels. If the Maldives decided to act early on geoengineering, maybe through the Coalition of Small Island States, who would stop them? Would Western leaders be willing to shoot down their sulfate-spewing planes in the name of global governance? Gardiner calls the case "morally complex in ways unappreciated by simple appeals to desperation," but the realpolitik of the issue is even more fraught.

The problem of power

The most respected international body, and the favorite of skeptics like Mooney, is the United Nations. The UN currently oversees environmentalism's biggest international success story, the 1989 Montreal Protocol to protect the ozone layer, which could make it a natural fit for striking the balance on geoengineering. But reducing carbon emissions is much trickier than reducing ozone gases, and the UN has had real problems bringing countries in line. For many, that’s hobbled the organization’s credibility for geoengineering. Keith in particular sees the General Assembly's one-country-one-vote policy as essentially unworkable for managing the global climate. "If Exxon had hired me and 20 of my friends to design a system that looked like it was doing something, but would actually just suck all the air out of climate action, it would be pretty close to the framework-convention system," Keith says.

NORTH VS. SOUTH

The most likely path forward for geoengineering is a trilateral commission between China, Russia, and the United States. One thing all those countries have in common: they're comfortably north of the 20th parallel. Critics like ETC's Pat Mooney worry geoengineering will set the stage for global conflict between temperate and tropical countries as rich northern countries set the world's temperature and poorer tropical zones are left to sweat out the consequences.
What's more likely is a series of uglier and less democratic treaties. Experts expect any plausible deal would be based on a trilateral framework, balancing the interests of Russia, China, and the United States as the most important moving parts in a global consensus. China will want to protect its monsoon, while Russia may hold out to protect its oil reserves, but it's easy to imagine the three countries ending up on the same page, especially if the global crisis predicted by climatologists is raging in the background. In the end, all three countries want a stable climate that's capable of producing enough food to feed its inhabitants. If geoengineering can deliver it, the politics will follow suit.
But if that seems like a happy ending to climate fears, it's just what environmentalists like Mooney are worried about. What's best for the US, Russia, and China isn't what's best for the world, and Mooney sees trilateralism as a way to put a happy face on a kind of globally engineered oppression. What will the trilateral climate engineers think of droughts in Africa, wildfires in Australia or increasingly deadly storms in the South Pacific, when weighed against their own crop yields? Like most powerful countries, the trilateral nations rest comfortably north of the 20th parallel. What happens to those that sit below, struggling with more powerful storms without the political clout to influence their own climates? The result could be a global climate designed by and for the wealthy northern countries. "The last global conflict was between east and west," Mooney says. "This is between rich and poor, north and south."
Still, for the scientists of geoengineering, there’s no choice but to plow ahead. "A lot of us working on this technology lose sleep over it," Keith says. "But through a long line of technologies, from nuclear weapons to DDT and on and on, humanity has managed to, if not find the best way, find some reasonable way through." We don’t know if humanity will chart the same course with geoengineering. Like most technology, there’s no telling how the world will use it in a century’s time. But even if this new power could become monstrous, can we turn away? On a warming planet, can we afford to throw away the tools that might save us? "The ultimate use for these things is unfathomable," Keith says. "If people could have sat around at a conference and decided whether they wanted to invent agriculture or not, what would they say?"
