A wind tunnel tells you what a wing will do. It doesn't tell you why an engineer chose that wing, or what he'd choose next. The machines were on their way to Ohio and Indiana. The men who built them were still in Germany — and in the last weeks of the war, that made them the more valuable cargo.

The target list existed before the war ended. In 1943, Werner Osenberg — an engineering professor running the Nazi Reich Research Council — had compiled a registry of Germany's premier scientific minds: their disciplines, their institutional postings, their political reliability ratings. In March 1945, a Polish laboratory technician at Bonn University found the partially destroyed remains of that list stuffed down a toilet, and passed it to British intelligence. What had been an internal Reich personnel document became, within weeks, an Allied recruitment target list.

FILE — THE MECHANISM

The American recruitment effort began almost immediately after V-E Day, under the name Operation Overcast. President Truman formally authorized it in August 1945, then expanded it in a directive he signed on September 3, 1946 — but the authorization came with a condition. Anyone found to have been "a member of the Nazi Party and more than a nominal participant in its activities, or an active supporter of Nazism or militarism" was barred from entry.

That condition should have disqualified most of the scientists the Joint Intelligence Objectives Agency (JIOA) actually wanted. Wernher von Braun, Arthur Rudolph, Kurt Debus — each had, at one point, been classified by Allied intelligence itself as a "menace to the security of the Allied Forces." The JIOA's answer was bureaucratic rather than legal: declassified State Department records show officers rewrote the dossiers. Party memberships were downgraded from "ardent" to "nominal." SS service was reframed as honorary or coerced. Testimony describing concentration-camp visits or the use of slave labor was quietly left out.

The program picked up its lasting name — Project Paperclip — around this time, from the ordinary act of Ordnance Corps officers physically clipping a recommendation to the file of a scientist they wanted to hire. The detail that makes it worth remembering isn't the office supply. It's that the same clip marking a man for recruitment sat on top of a file that had, by then, often already been rewritten to make him eligible.

Not everyone went along quietly. Samuel Klaus, the State Department's own representative on the JIOA board, reviewed the first batch of dossiers in February 1947 and called the scientists in it "ardent Nazis." He denied their visas. JIOA director Bosquet Wev was furious, writing that "the best interests of the United States have been subjugated to the efforts expended in 'beating a dead Nazi horse,'" and arguing that sending the scientists back to a Germany where Soviet intelligence could reach them was the greater security risk. Wev's view won. By late 1947 the visas were moving again.

FILE — WHERE THEY WENT

Roughly 1,600 specialists and their families were ultimately admitted. They sorted into rough cohorts by discipline.

Von Braun's rocket team — the core of the old Peenemünde V-2 program — went to Fort Bliss, Texas, and later White Sands, New Mexico, where their first job was reassembling captured V-2 hardware and teaching the U.S. Army how to operate it.

The aerodynamicists went to the National Advisory Committee for Aeronautics at Langley, Virginia. The most prominent of them was Adolf Busemann, who had proposed the use of swept wings to delay transonic shockwave drag as early as 1935 — years before American aerodynamics caught up to the idea. That swept-wing theory genuinely did feed directly into postwar American high-speed aircraft design. A separate, more specific claim doesn't hold up as cleanly: Busemann is sometimes credited with the mathematics behind the Area Rule, the fuselage-waisting principle that let American jets punch through the sound barrier efficiently. The actual record, including NASA's own history of the discovery, credits a 1951 Langley lecture Busemann gave on transonic airflow behavior with inspiring the insight — but the Area Rule itself was worked out independently by American engineer Richard Whitcomb, who won the Collier Trophy for it in 1954. Busemann's real contribution was foundational and earlier; crediting him with a specific American engineer's Cold War-era discovery would be giving away something that isn't his to be given.

FILE — THE LEGAL FICTION

Here is what the sanitized dossiers actually accomplished. They didn't make the file-subjects less complicit. They made a presidential order administratively survivable. A directive meant to keep war criminals out of the United States became, in practice, a paperwork problem to be solved — and the people solving it were the same intelligence officers who wanted the scientists here in the first place.

Nowhere does that paperwork problem look more like what it actually was than at the one facility where the machinery and the moral cost were manufactured in the same tunnels, by the same hands. That's Post IV.
