Missing Trillions

Rumsfeld Buries Admission of Missing 2+ Trillion Dollars in 9/10/01 Press Conference

On September 10, 2001, Secretary of Defense Donald Rumsfeld held a press conference to disclose that over $2,000,000,000,000 in Pentagon funds could not be accounted for. Rumsfeld stated: "According to some estimates we cannot track $2.3 trillion in transactions." According to a report by the Inspector General, the Pentagon cannot account for 25 percent of what it spends. 1   2  
Such a disclosure normally might have sparked a huge scandal. However, the commencement of the attack on New York City and Washington in the morning would assure that the story remained buried. To the trillions already missing from the coffers, an obedient Congress terrorized by anthrax attacks would add billions more in appropriations to fight the "War on Terror."
The Comptroller of the Pentagon at the time of the attack was Dov Zakheim, who was appointed in May of 2001. Before becoming the Pentagon's money-manager, he was an executive at System Planning Corporation, a defense contractor specializing in electronic warfare technologies including remote-controlled aircraft systems. 3   4   Zakheim is a member of the Project for a New American Century and participated in the creation of its 2000 position paper Rebuilding America's Defenses which called for "a New Pearl Harbor." 5  
Estimates of the sums of money missing vary wildly. A 2003 report put the amount missing at "more than a trillion dollars." 6

Insider Trading

Pre-9/11 Put Options on Companies Hurt by Attack Indicates Foreknowledge   ~ hehe YEA ,folks wit ALL our "vaunted" TECH/SPYING? LISTENING? RECORDING? GATHERING ... Financial transactions in the days before the attack suggest that certain individuals used foreknowledge of the attack to reap huge profits. 1   The evidence of insider trading includes:
  • Huge surges in purchases of put options on stocks of the two airlines used in the attack -- United Airlines and American Airlines
  • Surges in purchases of put options on stocks of reinsurance companies expected to pay out billions to cover losses from the attack -- Munich Re and the AXA Group
  • Surges in purchases of put options on stocks of financial services companies hurt by the attack -- Merrill Lynch & Co., and Morgan Stanley and Bank of America
  • Huge surge in purchases of call options of stock of a weapons manufacturer expected to gain from the attack -- Raytheon
  • Huge surges in purchases of 5-Year US Treasury Notes

In each case, the anomalous purchases translated into large profits as soon as the stock market opened a week after the attack: put options were used on stocks that would be hurt by the attack, and call options were used on stocks that would benefit.
Put and call options are contracts that allow their holders to sell and buy assets, respectively, at specified prices by a certain date. Put options allow their holders to profit from declines in stock values because they allow stocks to be bought at market price and sold for the higher option price. The ratio of the volume of put option contracts to call option contracts is called the put/call ratio. The ratio is usually less than one, with a value of around 0.8 considered normal. 2  

Losers

American Airlines and United Airlines, and several insurance companies and banks posted huge loses in stock values when the markets opened on September 17. Put options -- financial instruments which allow investors to profit from the decline in value of stocks -- were purchased on the stocks of these companies in great volume in the week before the attack.

United Airlines and American Airlines

Two of the corporations most damaged by the attack were American Airlines (AMR), the operator of Flight 11 and Flight 77, and United Airlines (UAL), the operator of Flight 175 and Flight 93. According to CBS News, in the week before the attack, the put/call ratio for American Airlines was four. 3   The put/call ratio for United Airlines was 25 times above normal on September 6. 4

The spikes in put options occurred on days that were uneventful for the airlines and their stock prices.
On Sept. 6-7, when there was no significant news or stock price movement involving United, the Chicago exchange handled 4,744 put options for UAL stock, compared with just 396 call options -- essentially bets that the price will rise. On Sept. 10, an uneventful day for American, the volume was 748 calls and 4,516 puts, based on a check of option trading records. 5  
The Bloomberg News reported that put options on the airlines surged to the phenomenal high of 285 times their average.
Over three days before terrorists flattened the World Trade Center and damaged the Pentagon, there was more than 25 times the previous daily average trading in a Morgan Stanley "put" option that makes money when shares fall below $45. Trading in similar AMR and UAL put options, which make money when their stocks fall below $30 apiece, surged to as much as 285 times the average trading up to that time. 6  
When the market reopened after the attack, United Airlines stock fell 42 percent from $30.82 to $17.50 per share, and American Airlines stock fell 39 percent, from $29.70 to $18.00 per share. 7  

Reinsurance Companies

Several companies in the reinsurance business were expected to suffer huge losses from the attack: Munich Re of Germany and Swiss Re of Switzerland -- the world's two biggest reinsurers, and the AXA Group of France. In September, 2001, the San Francisco Chronicle estimated liabilities of $1.5 billion for Munich Re and $0.55 bilion for the AXA Group and telegraph.co.uk estimated liabilities of £1.2 billion for Munich Re and £0.83 billion for Swiss Re. 8   9  
Trading in shares of Munich Re was almost double its normal level on September 6, and 7, and trading in shares of Swiss Re was more than double its normal level on September 7. 10  

Financial Services Companies

Merrill Lynch and Morgan Stanley Morgan Stanley Dean Witter & Co. and Merrill Lynch & Co. were both headquartered in lower Manhattan at the time of the attack. Morgan Stanley occupied 22 floors of the North Tower and Merrill Lynch had headquarters near the Twin Towers. Morgan Stanley, which saw an average of 27 put options on its stock bought per day before September 6, saw 2,157 put options bought in the three trading days before the attack. Merrill Lynch, which saw an average of 252 put options on its stock bought per day before September 5, saw 12,215 put options bought in the four trading days before the attack. Morgan Stanley's stock dropped 13% and Merrill Lynch's stock dropped 11.5% when the market reopened. 11  
Bank of America showed a fivefold increase in put option trading on the Thursday and Friday before the attack.
A Bank of America option that would profit if the No. 3 U.S. bank's stock fell below $60 a share had more than 5,900 contracts traded on the Thursday and Friday before the Sept. 11 assaults, almost five times the previous average trading, according to Bloomberg data. The bank's shares fell 11.5 percent to $51 in the first week after trading resumed on Sept. 17. 12  

Winners

While most companies would see their stock valuations decline in the wake of the attack, those in the business of supplying the military would see dramatic increases, reflecting the new business they were poised to receive.

Raytheon

Raytheon, maker of Patriot and Tomahawk missiles, saw its stock soar immediately after the attack. Purchases of call options on Raytheon stock increased sixfold on the day before the attack.
Raytheon has been fined millions of dollars inflating the costs of equipment it sells the US military. Raytheon has a secretive subsidiary, E-Systems, whose clients have included the CIA and NSA. 14  

US Treasury Notes

Five-year US Treasury notes were purchased in abnormally high volumes before the attack, and their buyers were rewarded with sharp increases in their value following the attack.

The SEC's Investigation

Shortly after the attack the SEC circulated a list of stocks to securities firms around the world seeking information. 16   A widely circulated article states that the stocks flagged by the SEC included those of the following corporations: American Airlines, United Airlines, Continental Airlines, Northwest Airlines, Southwest Airlines, US Airways airlines, Martin, Boeing, Lockheed Martin Corp., AIG, American Express Corp, American International Group, AMR Corporation, AXA SA, Bank of America Corp, Bank of New York Corp, Bank One Corp, Cigna Group, CNA Financial, Carnival Corp, Chubb Group, John Hancock Financial Services, Hercules Inc., L-3 Communications Holdings, Inc., LTV Corporation, Marsh & McLennan Cos. Inc., MetLife, Progressive Corp., General Motors, Raytheon, W.R. Grace, Royal Caribbean Cruises, Ltd., Lone Star Technologies, American Express, the Citigroup Inc., Royal & Sun Alliance, Lehman Brothers Holdings, Inc., Vornado Reality Trust, Morgan Stanley, Dean Witter & Co., XL Capital Ltd., and Bear Stearns.
An October 19 article in the San Francisco Chronicle reported that the SEC, after a period of silence, had undertaken the unprecedented action of deputizing hundreds of private officials in its investigation:
The proposed system, which would go into effect immediately, effectively deputizes hundreds, if not thousands, of key players in the private sector.
...
In a two-page statement issued to "all securities-related entities" nationwide, the SEC asked companies to designate senior personnel who appreciate "the sensitive nature" of the case and can be relied upon to "exercise appropriate discretion" as "point" people linking government investigators and the industry. 17  
Michael Ruppert, a former LAPD officer, explains the consequences of this action:
What happens when you deputize someone in a national security or criminal investigation is that you make it illegal for them to disclose publicly what they know. Smart move. In effect, they become government agents and are controlled by government regulations rather than their own conscience. In fact, they can be thrown in jail without a hearing if they talk publicly. I have seen this implied threat time and again with federal investigations, intelligence agents, and even members of the United States Congress who are bound so tightly by secrecy oaths and agreements that they are not even able to disclose criminal activities inside the government for fear of incarceration. 18  

Interpreting and Reinterpreting the Data

An analysis of the press reports on the subject of apparent insider trading related to the attack shows a trend, with early reports highlighting the anomalies, and later reports excusing them. In his book Crossing the Rubicon Michael C. Ruppert illustrates this point by first excerpting a number of reports published shortly after the attack:
  • A jump in UAL (United Airlines) put options 90 times (not 90 percent) above normal between September 6 and September 10, and 285 times higher than average on the Thursday before the attack.

  • A jump in American Airlines put options 60 times (not 60 percent) above normal on the day before the attacks.

  • No similar trading occurred on any other airlines

  • Morgan Stanley saw, between September 7 and September 10, an increase of 27 times (not 27 percent) in the purchase of put options on its shares. 4
  • Merrill-Lynch saw a jump of more than 12 times the normal level of put options in the four trading days before the attacks. 5

Ruppert then illustrates an apparent attempt to bury the story by explaining it away as nothing unusual. A September 30 New York Times article claims that "benign explanations are turning up" in the SEC's investigation. 20   The article blames the activity in put options, which it doesn't quantify, on "market pessimism," but fails to explain why the price of the stocks in the airlines doesn't reflect the same market pessimism.
The fact that $2.5 million of the put options remained unclaimed is not explained at all by market pessimism, and is evidence that the put option purchasers were part of a criminal conspiracy. 21

SERCO: The Corporate Octopus Wrapped Around the U.S. National Security State

It is noteworthy that SERCO started off as a division of old RCA company.  As flows:
Serco was founded in 1929 as RCA Services Limited, a United Kingdom division of the Radio Corporation of America and initially provided services to the cinema industry. It changed its name to Serco in 1987 and has been a London Stock Exchange listed company since 1988. (Source: Serco)
So the 64 thousand dollar question is how, and most importantly why, a British Corporation controls so many critical functions within the United States of America, as well as within many other key Western nations around the world.
There is only one answer: Because SERCO is a foreign multinational corporation, it can do things at its headquarters in Hook, Hampshire, United Kingdom, that a U.S. company could simply not get away with.
The best illustration of this fact of the U.S. government–U.K. corporate cozy relationship is the BP Gulf oil spill.  The excerpt below delineates the basic scheme that plays out across the planet 24/7, especially where plausible deniability or safe distance is needed for the U.S. Federal Government.
Well, not quite. You see, BP, as a foreign multi-national corporation, can do things in the process of exploration, drilling and extraction of oil that US-based companies can’t do. What and why, you may ask, would a foreign national corp (short for corpse) with a track record like BP’s be given so much latitude? How could they, of all oil giants, be the beneficiary of such permitting largesse, regulatory laxity and freedom of practice?
Well, first of all, they were permitted to drill at depths to which no one else could drill – legally – because of the mother lodes waiting at the tip of their humongous drill bits. In the instant case we’re talking at the very least 50 to 100 million barrels of oil. Also, by their convenient foreign corporate distance from the US Government, they were practically immune to various oversight regimes that are normally imposed on their US counterparts. What the SERCO researcher should glean from this quite telling disclosure is that the U.S. Government reflexively outsources every single service or functions, dirty job or unsavory task that it needs to distance itself from.  In the case of conducting extremely risky and outright dangerous oil drilling in the Gulf of Mexico the globalists chose BP to do the dirty work.  In that particular instance it had everything to do with liability — financial and legal.   However, the primary reason for such an arms distance government-corporate relationship is the ‘necessary’ of buffer of plausible deniability.
SERCO is handed the job of serving a multitude of patently illegal contracts executed by the U.S. government.  They routinely perform some of the most shady services within the most corrupt sectors of the national security state apparatus.  Now the reader understands why they whitewash their corporate slogan/tagline “Bringing service to life”.  They sure do — they bring services that nobody else will touch because of their inherent threat to life.

Obamacare: A SERCO Contract that Controls the US Healthcare System

Obviously it was no accident of good fortune that SERCO was chosen to process Obamacare applications.[1]  What, pray tell, is more important to control than the healthcare delivery system of any nation.  When you control the healthcare services, you control the health of the citizens.  When you control their health, you effectively control them.  If you don’t believe this, then please read the flowing exposé.

Assume that they really are responsible for these unparalleled fiascos and then you will comprehend the strategy which has been used all along to make the taxpayer think that SERCO is just another greedy, incompetent government contractor.
No, they are not.
This image has been carefully sculpted over decades to convince (deceive) the general public that they are too incompetent and irresponsible to perpetrate the countless black operations which they carry out on a regular basis.  In fact, they have a very critical mission in the execution of some of the most highly consequential implementation plans having to do with everything from 9/11 to the Oklahoma City bombing, from FEMA to the Department of Homeland Security, from Obamacare to NSA surveillance and spying, from the Russian warplane shootdown to the Benghazi CIA gun-running operation, from the Syrian War to the arming of the Islamic State.
And these examples are only the least consequential; the others are so secret and highly classified that Hillary Clinton was forced to set up her own personal email and home server in order to privately communicate about the more [illegal, unlawful and illicit] serious business.
Yes, that’s precisely why she stonewalled the House Committee for years and was unwilling to turn over her emails … or even her server which was effectively the property of the State Department since it was used to conduct official government business.  Whenever and wherever SERCO is involved with the affairs of government, you know that there is something very, VERY wrong going on.
Conclusion
In reality SERCO is just one of hundreds of government contractors many of which perform similar services.  Just like the U.S. Armed Forces frequently outsource their security to firms comprised of prior military mercenaries, there are outsourcing companies for every service and product under the sun.   Hence the revolving door between the government and corporate sectors is now moving faster after than ever.
The more politically sensitive and/or militarily dangerous any particular mission is, the more firms like SERCO are utilized to do the dirty work… real dirty work.  Especially in cases like 9/11 and Sandy Hook, plausible deniability becomes the overriding factor.  This is exactly why the U.S. Government gave BP total control over the BP Gulf oil spill crime scene.  Not only were they a British multinational company headquartered in London, England, they could get away with criminal conduct that would have shut down an American company.
Final Point: Outsourcing the most repugnant and unlawful operations of government has been the primary way for keeping it off the front page for decades.  However, even the extraordinary rendition programs post 9/11 can be exposed when the right whistleblower wanders into the wrong place at the wrong time (actually the right place at the right time).
Let’s face it, when government-sponsored abductions and the extrajudicial transfer of those abductees from one country to another are perpetrated in order to illegally torture those individuals, the Government-Corporate Complex that supports these blackops places itself in serious jeopardy.  In this manner have the SERCOs of the world been put on notice.

How Corrupt Is the American Government?

Government corruption has become rampant:
  • Senior SEC employees spent up to 8 hours a day surfing porn sites instead of cracking down on financial crimes
  • NSA spies pass around homemade sexual videos and pictures they’ve collected from spying on the American people
  • Investigators from the Treasury’s Office of the Inspector General found that some of the regulator’s employees surfed erotic websites, hired prostitutes and accepted gifts from bank executives … instead of actually working to help the economy
  • The Minerals Management Service – the regulator charged with overseeing BP and other oil companies to ensure that oil spills don’t occur – was riddled with “a culture of substance abuse and promiscuity”, which included “sex with industry contacts
  • Agents for the Drug Enforcement Agency had dozens of sex parties with prostitutes hired by the drug cartels they were supposed to stop (they also received money, gifts and weapons from drug cartel members)
  • The former chief accountant for the SEC says that Bernanke and Paulson broke the law and should be prosecuted
  • The government knew about mortgage fraud a long time ago. For example, the FBI warned of an “epidemic” of mortgage fraud in 2004. However, the FBI, DOJ and other government agencies then stood down and did nothing. See this and this. For example, the Federal Reserve turned its cheek and allowed massive fraud, and the SEC has repeatedly ignored accounting fraud (a whistleblower also “gift-wrapped and delivered” the Madoff scandal to the SEC, but they refused to take action). Indeed, Alan Greenspan took the position that fraud could never happen
  • Paulson and Bernanke falsely stated that the big banks receiving Tarp money were healthy when they were not. The Treasury Secretary also falsely told Congress that the bailouts would be used to dispose of toxic assets … but then used the money for something else entirely
  • The American government’s top official in charge of the bank bailouts wrote, “Americans should lose faith in their government. They should deplore the captured politicians and regulators who distributed tax dollars to the banks without insisting that they be accountable. The American people should be revolted by a financial system that rewards failure and protects those who drove it to the point of collapse and will undoubtedly do so again.”
  • Congress has exempted itself from the healthcare rules it insists everyone else follow
  • Law enforcement also grabs massive amounts of people’s cash, cars and property … even when people aren’t CHARGED with – let alone convicted of – any crime
  • Private prisons are huge profit-making centers for giant companies, and private prison corporations obtain quotas from the government, where the government guarantees a certain number of prisoners at any given time
  • The government covered up the health risks to New Orleans residents associated with polluted water from hurricane Katrina, and FEMA covered up the cancer risk from the toxic trailers which it provided to refugees of the hurricane. The Centers for Disease Control – the lead agency tasked with addressing disease in America – covered up lead poisoning in children in the Washington, D.C. area (the Centers for Disease Control has also been outed as receiving industry funding)
  • In response to new studies showing the substantial dangers of genetically modified foods, the government passed legislation more or less PUSHING IT onto our plates
  • Government scientists originally pushed fluoridation of water as “safe and effective” because fluoride is a major byproduct of making nuclear weapons … and the government ordered them to downplay the risks of fluoride exposure in order to prevent massive lawsuits by those suffering injury from poisoning
  • The Bush White House worked hard to smear CIA officers, bloggers and anyone else who criticized the Iraq war
  • The FBI smeared top scientists who pointed out the numerous holes in its anthrax case. Indeed, the head of the FBI’s investigation agrees that corruption was rampant
  • Warmongers in the U.S. government knowingly and intentionally lied us into a war of aggression in Iraq. The former head of the Joint Chiefs of Staff – the highest ranking military officer in the United States – said that the Iraq war was “based on a series of lies”. The same is true in Libya, Syria and other wars. Indeed, the U.S. has often launched or proposed launching wars based upon FALSE PREMISES
  • When the American government got caught assassinating innocent civilians, it changed its definition of “enemy combatants” to include all young men – between the ages of say 15 and 35 – who happen to be in battle zones. When it got busted killing kids with drones, it changed the definition again to include kids as “enemy combatants”
  • The government treats journalists who report on government corruption as CRIMINALS OR TERRORISTS. And it goes to great lengths to smear them. For example, when USA Today reporters busted the Pentagon for illegally targeting Americans with propaganda, the Pentagon launched a SMEAR CAMPAIGN against the reporters. But  journalists who act as mere cheerleaders for the government who never criticize are protected and rewarded
The biggest companies own the D.C. politicians. Indeed, the head of the economics department at George Mason University has pointed out that it is unfair to call politicians “prostitutes”. They are in fact pimps … selling out the American people for a price.
Government regulators have become so corrupted and “captured” by those they regulate that Americans know that the cop is on the take. Institutional corruption is killing people’s trust in our government and our institutions.
Indeed, America is no longer a democracy or republic … it’s officially an oligarchy. And the allowance of unlimited campaign spending allows the oligarchs to purchase politicians more directly than ever.
No wonder polls show that the American people say that the system is so thoroughly corrupt that government corruption is now Americans’ number one fear.
And politicians from both sides of the aisle say that corruption has destroyed America. And see this.
Big Corporations Are Also Thoroughly Corrupt
But the private sector is no better … for example, the big banks have literally turned into criminal syndicates engaged in systemic fraud.
Wall Street and giant corporations are literally manipulating every single market.
And the big corporations are cutting corners to make an extra penny … wreaking havoc with their carelessness. For example:
  • U.S. military contractors have pocketed huge sums of money earmarked for humanitarian and reconstruction aid. And see this (whistleblowers alerted the government about the looting of Iraq reconstruction funds, but nothing was done)
  • There is systemic corruption among drug companies, scientific journals, university medical departments, and medical groups which set the criteria for diagnosis and treatment

We’ve Forgotten the Lessons of History
The real problem is that we need to learn a little history:
  • We’ve known for thousands of years that – when criminals are not punished – crime spreads
  • We’ve known for centuries that powerful people – unless held to account – will get together and steal from everyone else
Beyond Partisan Politics
Liberals and conservatives tend to blame our country’s problems on different factors … but they are all connected.
The real problem is the malignant, symbiotic relationship between big corporations and big government.
